A sand and cement fillet should be pointed between the bottom of the panels and the concrete base on the inside only, in order to seal the garage. if a fillet is pointed on the outside of the garage the water will not have anywhere to disperse, and consequently seep into the garage in time.. I have had this same problem, i found the best cure is to clear any internal sealant at the base of the panels and inject all weather sealant, then diluted pva to seal the concrete and apply a sand and cement fillet at 45' to the base and panel..
